Position Summary & Responsibilities:
Position Summary: The incumbent will oversee the administrative functions for the Troop T Air Support Unit – Executive Aircraft and Law enforcement aircraft divisions to ensure the programs are meeting their statutory requirements and meeting the goals and objectives of the programs and will supervise the Troop T Administrative Specialist. This position is supervised by the Troop Commander.
Process e-mail generated from the Executive Aircraft general mailbox. Maintain and coordinate the Executive Plane schedule for Governor and other State agencies. Prepare flight itineraries to meet the prerequisites of the Governor and other State agencies schedule. Utilizing the pilot’s completed daily flight logs, enter data in the flight data tracking software, generate invoices and send Fiscal information for the billing records and payment vouchers of the Governor’s Executive Plane. Maintains publications and database critical to safety of flight and regulatory requirements. This position requires specialized aviation knowledge and professional communication with outside agencies to include the Governor’s Office.
Participates in hiring of and trains, coaches and mentors clerical personnel; Supervises and assigns, reviews and evaluates work; uses problem solving methods and appropriate tools to improve processes. Will directly supervise an administrative specialist who performs a variety of office administrative tasks and explains policy and program decisions to the public, other agencies, and officials, who prepares accounting functions, prepares statements and reports, completes research in data discrepancies.
Determines supply needs and works closely with other Troop T supervisors to determine what purchase requests needed entered and when a P-card can be utilized. Create requisitions into the SMART (Statewide Management Accounting and Report Tool) system and/or KHP Inventory Management system, to ensure compliance with state purchasing policies and procedures. Reviews and track supply orders and update SMART records on status of shipments. Receives the supply orders and ensures all ordered items are received and in acceptable condition. Reviews invoice for correct unit prices, accuracy of computations and overall conformity in a timely manner. Records all invoices received and forwards to Headquarters for payment. Assist Fiscal staff to resolve billing discrepancies and questions with vendors. Research payments in the SMART system and reviews the paid files in response to phone inquiries from vendors. Develops professional customer service relationships via telephone, and e-mail conversation with vendors. Prepares financial reports, enters, and research purchases using SMART, and MS Excel. This position requires specialized aviation knowledge to properly complete purchasing activities for aircraft operations. Little or no supervision.
Responds to KORA requests in a timely manner as set forth in the most current KORA laws and guidelines. Consults with Operations Commander or Executive Aircraft Supervisor, as necessary, determine the disclosure of records per agency policy and guidelines, rules of discovery and according to KORA regulations. Completes special projects and performs other duties as assigned including but not limited to natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assist other employees in the work unit in accomplishing assignments as necessary. Minimal supervision.
Track aircraft funds and transactions in and out of the funds. Prepare fund reports and data to assist the Troop Commander will fund manage and reporting.
This position will have oversight on the time reporting into SHARP by the Administrative Specialist. When the Administrative Specialist is absent, this position will serve as the backup SHARP time entry person and reporter.
This position will oversee office logistics to include, maintaining access codes and keys, cleaning and supply vendors, HVAC services, and other office and Troop needs.
Handles Troop T data collection and reporting as assigned by the Troop Commander. This includes aircraft data, purchase requests, purchase orders, grant activity and data, special projects data and information, and P&GA required data and reporting requirements. Uses aviation programs, manuals, software, and hardware as needed.

Position Summary: Incumbent procures moderately complex procurement activities for goods and services by administering contracts, placing purchase orders from state established contracts, conducting in-house bidding, developing and maintaining agency contracts, and purchase orders as required to assure the goals and objectives of the Kansas Highway Patrol are met effectively and efficiently. Addresses BPC issues that are not limited to the following: new users, transfers, name change, Troop change, address and PCA code changes, lost cards, expired cards, defective/damaged cards, canceled cards, activation number changes, billing discrepancy, leave of absence/military leave, over limit issues, non-acceptance issues (e.g. merchant category codes, machine acceptor ID), unauthorized card purchase, managing control accounts, and the acquiring of individual statements. Position Summary: : 1. Responsible for reproducing this agency’s evidential audio/video footage of traffic stops, arrest, or accident footage from approximately 500 KHP officers’ in -car and or jail DVDs. Reproduces the DVDs or exports digital links in order to fill requests received from the general public, attorney’s, courts, insurance companies, outside law enforcement agencies, KHP personnel etc. Reviews and compares the content of selected footage to ensure it is consistent with the case data and reports written by the investigating officer. Analyzes problems that arise with video requests and implements a solution. Makes written notations regarding the quality and quantity of the audio and video so it can be noted in the Records file and passed on to the requester. Completes required paperwork for each DVD/VHS or digital link that is reproduced or exported. Processes all video and photo requests.
2. Process CHART investigation materials. CHART investigations contain highly technical materials that are generated by specialty trained Troopers.
3. Accesses the Incident File Tracking System to review driver’s and witnesses handwritten statements and other non-electronic accident documents daily to verify that correct case numbers have been assigned and to determine their thoroughness and clarity.
4. Assists with answering the Records Department Hunt Pilot phone line. Answers questions and transfer calls when necessary. As assigned, pulls voice messages on the Hunt Pilot line message system. Returns the calls and assists caller with their questions.
5. Assists customers at the customer service window when necessary. Creates a file within the Records Receipt System in order to log in customer money receipts. Completes special projects and performs other duties as assigned by supervisor or other agency personnel.

Position Summary: Assist motorists with vehicle and travel problems by fixing tires; providing basic temporary mechanical assistance, directions, gasoline, water/antifreeze; removing disabled vehicles from the highway; calling for wrecker service. Assist motorist at traffic crashes; protect the crash scene; call for law enforcement officers, service vehicles or emergency vehicles; provides emergency first aide/CPR to victims of crashes until medical personnel arrive; move involved vehicles to shoulder of roadway. Provide transportation of motorists to nearest service station/motels/other shelter. Reports problems with general highway conditions. Checks all unattended vehicles in order to inform dispatchers and law enforcement officers.

Job Responsibilities may include but are not limited to the following: Regular, reliable, dependable, performance is an essential function. Constant contact with general public for the purpose of assisting stranded motorist. Exposure to hazards due to traffic accidents, incorrect driving actions of others, working in adverse weather conditions. Daily use of: Agency vehicle, two-way radio, tire jack, jumper cables, four-way wrench and miscellaneous other small tools.

Qualifications:

Minimum Qualifications: Experience with motor vehicle construction, maintenance, and minor repair highly desired.

Preferred Qualifications: Basic mechanical experience. Knowledge of mechanical structure of vehicles, repair procedures and first aid and CPR. Ability to communicate clearly both verbally and in writing under stressful circumstances; use proper spelling and grammar with proficiency in Microsoft Office products.

Position Summary: Conducts foot, bicycle, & vehicle patrols, to ensure safety and security to the areas, employees, & citizens. Performs the basic functions & duties of a police officer, which includes the enforcement of statutes & administrative rules & regulations of the State of Kansas. While on patrol, issues citations & warnings, makes arrests, responds to calls for service, conducts vehicle inspections, investigates motor vehicle accidents, assists disabled motorists, provides emergency medical services, & reports road and weather conditions. Utilizes Agency computer programs and software. Provides security during special assignments/events & provides security to State agencies. Upholds the United States & Kansas Constitutions, Bill of Rights, Kansas Statutes Annotated, city ordinances, departmental rules & regulations & general principles of police work, at all times. Operates police rated/agency vehicles in a safe & efficient manner & within the guidelines established by the Kansas Highway Patrol. Multitasks during emergency/high stress situations. Provides traffic control & renders first aid & assistance to citizens & motorists when necessary. Provides courtroom testimony & depositions, conducts money escorts for State agencies, & assists local agencies with high-priority calls. Provides protection & safety to the Governor’s family & residence.

Job Responsibilities may include but are not limited to the following: Professional contact with government officials, legislators, dignitaries, state employees, visitors, & all other citizens, to uphold the image & reputation of the Kansas Highway Patrol. Utilizes good communication skills when making contact with members of the community, in order to maintain control of each & every situation. Builds & maintains good working relations with other law enforcement agencies. Maintains annual law enforcement officer certification, as required by Kansas statute. Qualifies with duty weapons quarterly & develops skills and proficiency in the use of all Agency issued weapons & equipment. Maintains certification in first aid principles & is skilled in their application. The greatest hazard is the real potential of life-threatening injuries from the people we contact, emergency vehicle operations, & the potential for becoming involved in situations requiring a response to resistance, to include the use of firearms. Personal risks, besides those mentioned, may include exposure to hazardous materials & disease; walking on a public roadway when it is not customary, or being struck by another vehicles when we, by necessity, expose ourselves/vehicle to protect other persons and/or property. Emotional stress comes with being a first responder to life or death situations/incidents.

Necessary Special Requirements: Certification as a law enforcement officer by the Kansas Law Enforcement Training Commission must be obtained prior to the employee being placed on permanent status.
Must be a US citizen and at least 21 years of age. Must submit to an extensive background investigation. At time of appointment, must take & pass a drug screening test & required to pass a physical exam administered by the hiring agency. This class requires the use of a firearm for law enforcement duties and therefore, candidates cannot have been convicted of, and must be free of any diversions from, a felony or misdemeanor domestic violence crime as set forth in 18 U.S.C.922 (d) (9) and (g) (9).

Minimum Qualifications: Must be able to render credible testimony in a court of law. Must have skills and abilities to deal with people effectively on a daily basis in less than ideal situations, remain calm and in control during emergency situations, and problem solve.

Preferred Qualifications: One year of experience in the criminal justice field.
Post-Offer, Pre-employment Requirements: Must be able to speak clearly, listen & comprehend verbal & written instructions; run, walk, kneel, stand for extended periods of time, sit for extended periods of time, climb stairs, get in & out of a vehicle, bend, squat, reach, push, pull, drive a vehicle, grasp, key for typing & occasionally lift up to 75 lbs.
