Position Summary: : 1. Responsible for reproducing this agency’s evidential audio/video footage of traffic stops, arrest, or accident footage from approximately 500 KHP officers’ in -car and or jail DVDs. Reproduces the DVDs or exports digital links in order to fill requests received from the general public, attorney’s, courts, insurance companies, outside law enforcement agencies, KHP personnel etc. Reviews and compares the content of selected footage to ensure it is consistent with the case data and reports written by the investigating officer. Analyzes problems that arise with video requests and implements a solution. Makes written notations regarding the quality and quantity of the audio and video so it can be noted in the Records file and passed on to the requester. Completes required paperwork for each DVD/VHS or digital link that is reproduced or exported. Processes all video and photo requests.
2. Process CHART investigation materials. CHART investigations contain highly technical materials that are generated by specialty trained Troopers.
3. Accesses the Incident File Tracking System to review driver’s and witnesses handwritten statements and other non-electronic accident documents daily to verify that correct case numbers have been assigned and to determine their thoroughness and clarity.
4. Assists with answering the Records Department Hunt Pilot phone line. Answers questions and transfer calls when necessary. As assigned, pulls voice messages on the Hunt Pilot line message system. Returns the calls and assists caller with their questions.
5. Assists customers at the customer service window when necessary. Creates a file within the Records Receipt System in order to log in customer money receipts. Completes special projects and performs other duties as assigned by supervisor or other agency personnel.

Makes sure all administrative support staff is crossed trained to ensure office efficiency when someone is absent. Addresses any public health, unstable, or unlawful situation that may arise and acts within law, policy, and general professional conduct to best serve the public. Reports/Communication/Investigation/Court – Initiates and completes detailed reports, legal documents, and other required paperwork. Prepares a variety of reports including those on activities, operations, arrests made, and unusual incidents observed. Prepares investigative reports and case information. Communicates effectively in order to receive all necessary information to perform duties and responsibilities; and to respond and transmit all relevant information. This is done through proper operation of all radio/ telephone equipment; knowledge of radio 10-codes and phonetic alphabet; effective use of English language; and skill in questioning, interrogating, and negotiating with suspects. Performs investigations and searches in order to gather information and evidence at crash and crime scenes. Testifies in courts and judicial hearings, prepares and presents case evidence, and responds to mandatory court calls during irregular hours. Training – Completes annual training required to retain State law enforcement certification(s). Develops skills and knowledge required to perform duties which may include but are not limited to training in: firearms, defensive tactics, restraint techniques, motor vehicle operation, operation and care of equipment, communication, first aide, motor vehicle inspections, enforcement and investigations. Acquires knowledge and understanding of State and Federal laws and Kansas Highway Patrol policy and procedures. Acquires and retains required certifications. Attends training as assigned.

Qualifications:
Education: High School Diploma or equivalent
Licensing: Valid KS Driver’s License

Necessary Special Requirements: Must be a United States citizen and at least 21 years of age. Must complete a basic law enforcement training program recognized by the Kansas Law Enforcement Training Commission and obtain certification as a law enforcement officer from the Kansas Law Enforcement Training Commission before being given permanent status. At time of appointment, candidate must take and pass a drug screening test approved by the Division of Personnel Services and be required to pass a physical exam administered by the hiring agency. Position Summary: Civil Assessment Inspections: Relay and explain policy and program decisions to the general public, other agencies, public officials. Incumbent will review all civil assessment out of service carriers uploaded from the SafetyNet program system. Will research and make recommendation for civil assessment of civil penalties to motor carriers.
Civil Assessment Invoices: Interpret statutes, regulations, policies and procedures and communicates the interpretation to the general public, and high level officials such as county attorneys and other law enforcement personnel and agencies. Will investigate and obtain information from the inspector, driver, and carrier or another agency. Make a determination based on facts applies to law and regulation to the outcome of the carriers challenge. In case of administrative will compile all inspection documentation, prepare evidence, work with legal staff from KCC to assure information is provided timely and accurately.
Civil Assessment Notice: Incumbent will ensure “notice” requirements for the civil assessment program are met.
Composes correspondence on reports, proofs and edits to correspondence. Prepares documents using advanced software features which integrate spreadsheets, charts and graphics to tables. Through both the SafetyNet and Civil Assessment programs the incumbent will provide reports of quarterly activity for presentation to the Federal Motor Carrier Safety Administration, KCC, KDOT, and legislative request as necessary. This requires advanced knowledge of antiquated dos and new web based computer systems working with IT departments as necessary to fulfill standard or specific requests for information comparison across multiple disciplines of commercial motor vehicle enforcement.
Creates presentations: As part of MCSAP grant requirements, completes monthly and quarterly reports as assigned.
